About the Founder
Dinesh Liyanage — Founder of CQSS.LK
Dinesh Liyanage is the Founder of CQSS.LK, driven by a strong passion for empowering the next generation of construction and building services professionals. With a distinguished career spanning over two decades across the Middle East and Sri Lanka, Dinesh brings a wealth of real-world expertise gained from Contractor, Consultant, and Client organisations, directly enriching the professional development journey of his learners.
His academic and professional credentials reflect a deep commitment to excellence and continuous learning. Dinesh holds a Bachelor’s Degree in Electrical & Electronic Engineering from the University of Peradeniya, Sri Lanka, and a Postgraduate Degree in Building Services Engineering from the University of Moratuwa, Sri Lanka. He further strengthened his professional profile with an MBA from Cardiff Metropolitan University, UK, and an MSc from Birmingham City University, UK. He is also a Chartered Surveyor (MRICS) and a Chartered Building Services Engineer.
Throughout his career, Dinesh has developed in-depth knowledge of MEP and building services systems, having worked as both a design engineer and MEP cost consultant across metro rail, high-rise, infrastructure, and mixed-use developments. This enables him to bridge theory and practice effectively, delivering training aligned with real project expectations.
His extensive Middle East exposure, academic foundation, and chartered status position him uniquely to train professionals to internationally recognised standards. His understanding of global best practices, codes, and competency frameworks forms the backbone of the CQSS.LK training philosophy.
In addition, Dinesh serves as a Counsellor for RICS APC candidates, providing support on competency requirements, documentation, and final assessments. Beyond his technical expertise, Dinesh is widely known for his teaching ability and mentoring passion — inspiring professionals to grow with competence, confidence, and integrity.

CQSS was founded under the leadership of Dinesh Liyanage, a distinguished industry practitioner with proven excellence in engineering, quantity surveying, and academia. He has built extensive professional experience across the UAE, Qatar, Saudi Arabia, and Sri Lanka, collaborating with clients, consultants, contractors, and subcontractors on complex construction projects.
His professional journey includes contributions to metro rail systems, high-rise buildings, major infrastructure works, and large mixed-use developments. This exposure across multiple sectors and organisational roles has given him a practical understanding of industry challenges, responsibilities, and expectations.
Building on this strong foundation, CQSS was established with a clear purpose — to translate real-world project experience into structured, practical, and internationally aligned education. Through academic work and professional mentorship, Dinesh has helped uplift the competency of many engineering and quantity surveying professionals, equipping them with the knowledge, skills, and confidence needed to succeed in today’s global construction environment.
